The Alaska Department of Transportation & Public Facilities (DOT&PF) is utilizing the services of DOWL HKM to complete engineering design of Huffman Road between Old Seward Highway and Lake Otis Parkway. Deteriorating pavement conditions had led to the recent (2009) addition of an eastern section of Huffman between Lake Otis Parkway and Pintail Street to the design.
Preliminary Engineering of the prior phase provided evaluation of the existing alignment, roadway conditions, storm drainage, lighting, and pedestrian facilities and development of recommendations for design of proposed upgrades. The upgrades under design include widening shoulders, adding turn pockets, general safety improvements, drainage improvements, and adding continuous pedestrian and bicycle facilities.
Environmental services included working with the public, resource agencies, and organizations, and evaluation of environmental conditions such as noise, wetlands, potential for environmental contamination, and preparation of an Environmental Checklist.

The road will have three distinct sections. Improvements to the east segment, from Seward Highway to Lake Otis Parkway, will include three lanes to accommodate a center left-turn lane. It will have a multi-use asphalt pathway on the north side and a concrete sidewalk on the south side, right-turn pockets for eastbound and westbound traffic on Huffman Road at the Lake Otis Parkway intersection, a left-turn pocket for eastbound traffic turning onto Gregory Road (serves Bowman Elementary School), upgraded pedestrian facilities to meet current ADA standards, curb and gutter on both sides, and drainage improvements. Improvements from Lake Otis Parkway to Pintail Street will include reconstruction of the pavement section and storm drain improvements. Other improvements will include curb and gutter along both sides, a multi-use asphalt pathway along the north side and a gravel pathway along the south side. The eastern segment improvements will transition to the recently-completed Municipality of Anchorage improvements to the intersection of Pintail Street/Cange Street and Huffman Road. Improvements to the west segment, from Seward Highway to Old Seward Highway, were more challenging and needed a creative approach. The design includes roundabouts at all four intersections (three within the scope of the Huffman Road project and one within the scope of an Old Seward Highway project) and four lanes with a 16-foot center left-turn lane (between Industry Way and the proposed eastbound approach median to the Brandon Street intersection), continuous lighting, a multi-use asphalt pathway on the north side and a concrete sidewalk on the south side, upgraded pedestrian facilities to meet current ADA standards, curb and gutter on both sides, and drainage improvements. The Huffman Road and Old Seward Highway projects are being coordinated between the two design teams.
Roundabouts are planned at four intersections along the corridor [ Roundabout Plan ]:
- The east and west Seward Highway ramps,
- Brandon Street/Huffman Park Drive, and
- Old Seward Highway. (part of the Brandon Street to O'Malley Road Reconstruction project)
